Members of the affected community should be able to sit alongside a Magistrate or Sheriff during a trial. At the end of the trial after the verdict has been given, the community members would advise the 'judge' as to what their community would consider to be the appropriate punishment. The 'judge' would be free to either accept or reject the community member's advice, but this advice would be made part of the public record.
